Letter to the BCS Board Members

RE: BCS Enrollment – Data From The Outside Looking In

I am sending this email to you, at the prompting of several people.

During various discussions with both elected officials and executives in the public sector, a question was asked on several occasions, “Are the members of the BCS board aware of how many instances in which the current BCS enrollment does not reflect the LASD enrollment?”  This is a question I have not been able to answer.  My response has been that each of the BCS board members are intelligent, dedicated volunteers and I imagine they are fully informed.

On three occasions, the discussions turned into a request for me to confirm that each BCS board member is aware of the situation.  Two examples include:

  • BCS enrollment does not currently reflect the race, ethnicity, economic status or proportional numbers of English Learners and special needs students of the LASD population, which is inconsistent with the intent of the charter act.

  • Out-of-district recruitment has been helpful to BCS in filling 7th and 8th grade enrollment for several years, to the financial detriment of LASD students.

This email is an effort by me to document that each board member is aware of these two examples, when looked at from outside BCS.

Attached to this email are selected slides highlighting data related to:

  • Race and ethnicity,

  • Economic status,

  • English Learners,

  • Special needs students,

  • Out-of-district enrollment, and

  • Academic metrics.

I have spent a great deal of time going through public databases and there are number of interesting observations falling out of the data which I think you might find interesting.  If you would be interested, please let me know and I would be glad to meet with you, at your convenience.  The web site https://www.needanotherlook.com has more in-depth information.

It is incumbent upon all of us to understand, and accept, the current situation and work together to make positive and responsible change.

Thank you for your attention.

Sincerely,
Steve Brown
